National Reform Programme 2018

In this National Reform Programme (NRP), the various governments report on the structural reforms that have taken place since the country-specific recommendations of 2017 and indicate which measures may be expected in the near future. The measures are complementary to the budgetary measures developed in the Stability Programme. According to the governments, the reforms meet the findings contained in the Country Report, the country-specific recommendations for 2017, the priorities of the Annual Growth Survey, the path towards achieving the Europe 2020 goals, and contribute to the implementation of the European Pillar for Social Rights. This year’s NRP is presented in a context of particularly good macroeconomic results for the Belgian economy. Those results are detailed in Chapter 2 and come from an environment with relatively stable income inequality which is rather low compared to other EU Member States.

2017
National Reform Programme 2017

In its most recent Country Report, the European Commission is relatively positive about the progress Belgium has made with the structural reform of its economy. While the report was being compiled, the Federal Government and the governments of the communities and regions had the opportunity to add comments and further clarifications to the draft text. They considered this particularly valuable.

In this National Reform Programme, the various governments report on the structural reforms since the Country-Specific Recommendations of 2016, indicating which measures can be expected in the near future. The measures are complementary to the budget measures outlined in the Stability Programme. In the opinion of the governments, they are in line with the conclusions of the Country Report, the Country-Specific Recommendations 2016, the priorities of the Annual Growth Survey and the process for achieving the Europe 2020 objectives.

2016
National Reform Programme 2016

With the measures taken and proposed in this NRP, the governments are convinced that they are responding to the country-specific recommendations that Belgium received from the Council of July 2015. As the programme indicates, fulfilling the European commitments also requires a strong involvement of the different federal entities in the European procedures and projects launched as part of the initiatives of the Europe 2020 Strategy. This will be covered in more detail in chapter 6 of this programme.

This national Reform Programme covers priority actions undertaken by the Federal Authority, the Regions and Communities to address the social and economic concerns pinpointed in the context of the Europe 2020 strategy. These actions are designed to achieve the five Europe 2020 strategy objectives and are consistent with the European priority objectives highlighted during the 24-25 March European Council and the Euro Plus Pact (see Annex I). The actions featured in the National Reform Programme complement the stability programme in terms of the macro-economic component and complement the sustainable development strategy in the case of the overall strategy.

Les cinq objectifs dans le cadre de la stratégie Europe 2020 - Etude préliminaire
De vijf doelstellingen in het kader van de Europa 2020 strategie - Beleidsvoorbereidende studie

One of the essential and most visible components of the Europe 2020 strategy consists of five targets Europe should reach by 2020. In the European council it was agreed upon that each country should define its own quantitative targets, taking into account their relative starting positions and national specific conditions.
